Yes, that's right. I believe tha tmos tsearch engines still do take into account the frequency of occurrence, but the danger of doing so is that web site designers could fool the search engine into ranking their pages higher simply by putting more keywords into them. Using the in-degree of the page in the graph of the entire World-Wide Web is much harder to arrange without a lot of other people's help.
