Assuming that there is no time limit enforced, or board position repetition-draws (a la chess), the rules allow for unbounded games. Whether these are draws or not is actually not defined by our rules.
The course staff are sensible to add to the canonical rules to rule out unbounded games. There's no reason why these would have to be considered draws, though. (Consider: a player moving such that the board position was repeated for the nth time automatically loses - this is a viable option, too.)
There's also differences between consequtive repeats and repeats in general.
