Subject: Approximation Tests

I obtained the following from reut21000.plain:

Closest, most frequent, match for 'informacion' is: information

Closest, most frequent, match for 'comissaria' is: Comissaria

Closest, most frequent, match for 'procesors' is: processors

Closest, most frequent, match for 'Urugua' is: Uruguay

Closest, most frequent, match for 'Reueters' is: Reuters

Closest, most frequent, match for 'dobt' is: debt

Closest, most frequent, match for 'holds' is: hold

For the last one, 'hold' occurs 28 times and 'holds' occurs 14 times in the file, so even though 'holds' is an exact match, 'hold' takes precedence due to frequency. Is this correct behavior?
